WEST BENGAL SCHEDULED CASTES AND SCHEDULED TRIBES DEVELOPMENT & FINANCE CORORATION

For Family Oriented Programme Generating Scheme of SC/ST people living below poverty line, this Corporation is executing, monitoring, supervising SCP and TSP individual cases. Besides, NSFDC, NSTDFC, NSS and NSKFDC cases are also being executed through this Corporation for development of sectors like Agriculture, Horticulture, Land Development, Minor Irrigation, Soil Conservation, Animal Husbandry, Factory, Small Industries, Transport etc.

a) SCP for SC and TSP for ST

Eligibility Criteria

  1. Ceiling of Annual family income is Rs 15,976 for rural areas and Rs 21,206 for urban areas.
  2. Age limit is 18 to 55 years.
  3. Applicant must not be a defaulter from any Govt. or Non-Govt. Finance Organisation.
  4. In rural areas, the Panchayats through Gram Samsad, and in urban areas, Municipality will select probable beneficiaries.

b) Provisions for Finance Scheme

  1. Maximum project cost is Rs 35,000.
  2. Subsidy 50% of the Project Cost subject to maximum of Rs 10,000.
  3. Margin Money loan 20% @ Rs 4% (simple interest), subject to a maximum of Rs 20,000 upto project cost of Rs 12,000.
  4. Rest of the finance will be made from Bank as loan.

c) NSFDC and NSTDFC

Eligibility Criteria

  • Ceiling of Annual family income is Rs 31,952 for Rural and Rs 42,412 for urban areas.
  • Age limit is 18 to 55 years.
  • Beneficiary should be from SC or ST and should possess SC or ST Certificate issued by prescribed authority.
  • Certificate must be submitted as Non-Defaulter from any Govt. or Non-Govt. Finance Organisation.
  • Applicant should be experienced in his applied scheme.
  • License is required in particular scheme like transport.

Provision for Finance Scheme

  • Subsidy limit upto Rs 6,000.
  • Promoter's contribution 10 to 15%.
  • Rs 15,000 as margin money loan limit with 4% simple interest.
  • Upto Rs 5 lakh @ 7% and above Rs 5 lakh with 10% simple interest per annum as long term basis loan.

Taxi (Diesel), Tata-407, Tata-709, Diesel Tractor, Vikram Three Wheeler, Power Tiller, Spice Grinding, Readymade Garments, Dairy, Poultry, Carpentry, Car-Servicing, Grocery, Tractor with Trailor.

d) NSS

Eligibility Criteria

  1. Any family member and his dependent of any community, who have maintained their profession as Sweeper or Scavenger are covered by this scheme.
  2. Age Limit : 18 to 55 years.
  3. There is no limitation of annual family income.
  4. Applicant must not be defaulter to any Govt. or Non-Govt. Finance Organisation.
  5. Scheme should be provided after completion of the proper training of the member and his dependents, those who have maintained their profession as Sweeper or Scavenger on daily wage basis at respective Municipal Corporation / Gram Panchayat areas.

Provision for Finance Scheme

  • Maximum finance limit of this Scheme is Rs 50,000.
  • Maximum Subsidy Rs 10,000 out of 50% of this scheme. 15% of margin money loan limit upto Rs 7,500 with 4% simple interest.
  • Rest of the finance of this scheme is to be sanctioned from local branch of any bank.

  • Grocery
  • Readymade Garments

Besides these, any other income generating scheme can be covered under this programme.

e) NSKFDC

Eligibility Criteria

  1. Age Limit : 18 to 55 years.
  2. Any family member of any community, who have maintained their profession as sweeper, may get benefit of this scheme.
  3. There is no limitation of family annual income.
  4. Maximum finance scheme is limited upto Rs 5 lakh.
  5. 90% finance of this scheme is to be sanctioned from NSKFDC

f) WEST BENGAL TRIBAL DEV. CO-OPERATIVE CORPORATION LTD

West Bengal Tribal Development Co-operative Corporation Ltd has been set up to look after the interests of tribals through formation of Co-operative Societies. At present there are 13 Lamps in the district.

g) TRAINING CUM PRODUCTION CENTRE (TCPC)

One TCPC is running at Chakbhrigu, Balurghat. Training is being given to 20 (twenty) nos. of SC/ST Youths every year on production of items made with Jute, like Jute Carpet, Bags, etc.

h) VOCATIONAL TRAINING CENTRE

Proposals have been invited from NGO's for setting up Vocational Training Centres on Carpentry, TV and Computer Repairs, etc.

i) RESERVATION AND CASTE CERTIFICATE

The District Magistrate is the District Reservation Commissioner. As per latest order in each educational institution 22% seats for SC students, 6% of ST students should be kept reserved for admission of SC/ST students. In respect of appointment, the 100-point roaster must be strictly followed by each department, institution & organisation. For effective enforcement of Laws of Reservation, the Department conducts inspection from time to time.

Caste Certificate

The application for Caste Certificate must be submitted to Block Office for rural areas and Municipality office for urban areas along with following documents...

  1. Passport size photograph 3 (three) copies
  2. Documents of permanent residence and caste
  3. Copy of Caste Certificate of any blood relative

j) WEST BENGAL BACKWARD CLASSES DEV. & FIN. CORPORATION

West Bengal Backward Classes Development Finance Corporation has been set up with the aim to help OBC people by providing them with soft schematic loans. OBC people, especially women and those engaged in traditional occupation and crafts, living below poverty line are eligible for loans in self-employment programme of the Corporation.

Eligibility Criteria
 

  1. Must be a permanent resident of the area
  2. The beneficiary must have adequate experience / training of the proposed scheme.
  3. Shall belong to the OBC Community and should possess a certificate from Competent authority
  4. Family Income should not exceed Rs 22,000 per annum
  5. The beneficiary shall not be a defaulter of Loan from any financial Institution
  6. Age limit : 18 to 50 years

Provision for Finance Scheme
 

  1. NBCFDC Loan - 85%
  2. State Corporation Contribution - 10%
  3. Promoter's Contribution – 5%
  4. Subsidy – Nil
  5. Bank Loan – Nil
  6. Rate of Interest – 7% upto Rs 2 lakh
  7. Rate of Interest – 10% above Rs 2 lakh and upto Rs 5 lakh
  8. Name of Scheme – Dairy, Readymade Garments, Silver Jewellery, Carpentry, Auto Rickshaw, Flower Mill, Mini Truck etc.
  9. Application Form is available in the Block office for Rural areas and Municipality office for Urban Areas.
